What is RACSEL?

The American Network of Cooperation on Electronic Health (RACSEL), hereinafter referred to as RACSEL, is an initiative of the countries of Latin America and the Caribbean (LAC) supported by the Inter-American Development Bank. It is established as a systematic horizontal technical cooperation mechanism through which exchanges are promoted, multiplied, strengthened, and energized, aimed at developing, disseminating, and implementing best practices in digital health to support institutional development processes and their progress in the region.

 

MISSION:

 

The mission of the American Network of Cooperation on Electronic Health (RACSEL) is an initiative of the countries of Latin America and the Caribbean (LAC) supported by the Inter-American Development Bank. It is constituted as a systematic horizontal technical cooperation mechanism through which exchanges are promoted, multiplied, strengthened, and energized, aimed at developing, disseminating, and implementing best practices in digital health to support institutional development processes and their progress in the region.

 

VISION:

 

To be one of the main global networks of cooperation in electronic and digital health, and a reference in the dissemination, promotion, and adoption of standards, through dialogue, coordination, and the exchange of knowledge and experiences

Open Call: Expressions of Interest (EOI) 📢

 

We are pleased to announce that the Terms of Reference (ToR) are now available for the international consultancy:

"Establishment of the Regulatory Framework, Ethical Governance, and Legal Validation of Artificial Intelligence in the Health Sector" (IDB Project RG-T4392).

 

We are actively seeking Expressions of Interest from consulting firms, consortia, or strategic alliances with high technical and legal specialization to design the Operational Governance Model that will enable the safe adoption of AI in healthcare across Latin America and the Caribbean.

 

Who are we looking for?

  • Experience: Firms with 5+ years of experience in legal/regulatory advisory services regarding data protection and digital health.
  • Management: Proven track record with multilateral organizations (IDB, PAHO, World Bank).
  • Expertise: Knowledge in algorithmic auditing, risk classification (SaMD), and ethical frameworks (fAIrLAC).
  • Team: Specialists in Digital Law, Data Governance Architecture, Bioethics/Public Policy, and Medical Informatics (HL7 FHIR standards).
