1st Regional Projectathon

As part of the implementation of the project "Regional Public Good: Digital transformation in health to mitigate the effects of COVID-19 in Latin America and the Caribbean", the "LACPass Conectaton" event was held in Santiago, Chile, between May 30 and June 1, 2022 in hybrid format and was sponsored by the Pan American Health Organization (PAHO),


LACPass is a multi-country initiative within the framework of RACSEL (American Cooperation Network on eHealth) and sponsored by the IDB (Inter-American Development Bank), which aims to build bridges to healthcare for all people in the Latin American and Caribbean region. RACSEL is a collaborative network to advance regional digital transformation that follows the World Health Organization's guidelines for digital documentation of COVID-19 and PAHO's strategic plans in the Americas, specifically the roadmap approved by the countries of the region in September 2021.

How was it developed?

During the two days of the technical event, activities were carried out to demonstrate that it is currently feasible for the different country information systems to access, exchange, integrate and cooperatively use the data associated with COVID-19 certificates, through the use of and interaction with the services of the LACPass regional directory - which is based on the EU DCC definition - and the Gazelle testing platform of IHE (Integrating the Healthcare Enterprise).

What was achieved?

The LACPass Conectaton was a technical milestone for the countries of the region participating in the Regional Public Good. The 8 countries that participated in the technical process were able to issue and validate valid COVID-19 certificates according to the EU DCC (European Union Digital Covid Certificates) standard.


For the first time in the Latin American and Caribbean region it was possible to carry out a proof of concept related to cross-border interoperability in health. It has been possible to establish a common point of agreement and chart a path towards mutual technical understanding and the use of standards in digital health.


In parallel to the technical event, the countries of the region met at the RACSEL General Assembly, where they agreed to strengthen the network, giving a formal framework to the governance aspects of health interoperability in the region. During this event, the delegation of the Ministry of Health and Social Protection of Colombia was appointed to chair RACSEL for the current period.

The following activities were carried out by the participating countries during the Conectaton:

 

  • Create and issue COVID-19 certificates, as defined by EU-DCC.
  • Validate certificates issued within the same country using the Gazelle platform.
  • Verify COVID-19 certificates issued by participants between countries.

 

A total of 83 tests were executed during the Conectaton, of which the following results were obtained:

 

  • 83% of them were completed correctly, corresponding to a total of 68 tests.
  • 10 % of the tests could not be completed correctly, corresponding to a total of 8 tests.
  • 7% of the tests failed, corresponding to a total of 7 tests.

 

The following 4 levels of compliance were determined for the technical tests:


Level 1 - Enablement: corresponds to the correct configuration of the trust frameworks, correct uploading and downloading of public keys for validation of COVID-19 certificates.


Level 2 - Issuance: corresponds to the correct generation and issuance of COVID-19 certificates from each of the participating systems.


Level 3 - Verification: corresponds to the correct verification of COVID-19 certificates issued from each of the participating countries using the Gazelle platform.


Level 4 - Validation: corresponds to the peer-to-peer validation of COVID-19 certificates issued by each country, this test case is repeated N times for each participant who must validate between peers.

Event

The first version of the LACPASS Conectaton was oriented exclusively towards Ministries of Health, government agencies or organizations related to Digital Health.
