Target Audience
We are seeking consulting firms, consortia, or strategic alliances with high technical and legal specialization in digital health, data protection, and emerging technologies, interested in establishing the regulatory and operational framework for Artificial Intelligence (AI) for the Latin American and Caribbean region.

 

Requirements:

• Institutional Experience: Minimum of 5 years in legal/regulatory advisory services regarding personal data protection and digital health in LAC, with an emphasis on AI frameworks.
• Multi-country Management: Proven experience in projects with multilateral organizations (IDB, PAHO, World Bank) and legal harmonization across different jurisdictions.
• Technical Capability: Expert knowledge in the design of operational governance models, algorithm auditing, risk classification (SaMD), and ethical frameworks (fAIrLAC).
• Multidisciplinary Team: The team must include specialists in Digital Law, Data Governance Architecture, Ethics/Public Policy, and Medical Informatics (HL7 FHIR standards, interoperability).

 

Objective of the Consultancy:
To design and formalize an Operational Governance Model and Regulatory Framework for the safe adoption of AI and emerging technologies in health under the PH4H architecture, ensuring legal certainty, ethics, and patient protection in regional data exchange.
